doesnt remove makeup of exfoliate skin

I wont buy this again because it doesnt remove makeup. I washed my face twice and although my mascara was removed when I dried my face on the towel it was covered in foundation. Took two cotton pads of micellar water to get it all off. To be fair it doesnt say on the packaging that it removes make up, but it does say it exfoliates - and the beads are too few and soft to exfoliate properly.
